Michael Popovich – CEO
Mike Popovich is the Chief Executive Officer and sits on the Board of Directors for STC. Mike has been listed in Who’s Who Worldwide, Platinum edition, received numerous awards, authored over 120 articles and papers, and is a regular invited guest speaker at national conferences. He founded Scientific Technologies Corporation in 1988.
Mike has excelled in the management and implementation of information technology solutions to address challenges in public health, environmental health, and planning since 1973. He has designed and applied methodologies to develop information technology strategic plans as well as to analyze existing information systems. Mike has led and managed efforts in applied public health technology for both domestic and international projects, with the primary objectives to implement solutions to improve public health’s ability to capture and use information for decision making, assessments, and program goals.
In addition to immunization and disease surveillance systems, projects include health informatics applications for communicable and chronic disease, environmental health, and women’s and children’s health. He has become recognized as one of the nation’s leading specialists in the design, building, and implementation of public health information systems.
Mike received his MS in Systems Engineering and BS in Engineering Mathematics from the University of Arizona.
Todd Watkins – President
Todd Watkins is the President and co-owner of STC, and he serves on the company’s Board of Directors. His extensive background in systems engineering, business development, and operational execution includes work on large-scale project management, solution design, new market development, strategic alliances, and mergers and acquisitions.
His hands-on efforts and expertise include strategic planning and consulting for state and local public sector clients in the areas of immunization registries, disease surveillance (NEDSS), Vaccines for Children (VFC), vital records, and program area case management. He has served as the company’s COO and CFO at various stages throughout his STC career. Todd has been and continues to be involved in large-scale public and private sector solution designs and implementations in the health care sector.
Todd served as a member of the Technical Task Group for Arizona’s Health-e Connection sponsored by then-Governor Janet Napolitano. He is a member of the New Mexico Immunization Coalition, New Mexico Medical Society Immunization Practices Advisory Council, and serves as a Board Member for the Public Health Data Standards Consortium and Albuquerque Health Care for the Homeless. Todd has been a guest lecturer for the University of New Mexico Anderson School of Business, the University of Texas at Austin Health Sciences Center, and the New Mexico State University Industrial Engineering School where he received his BS in Industrial Engineering.
