Michael Popovich – President/CEO

Michael Popovich Mike Popovich is the President and Chief Executive Officer for STC. Mike has been listed in Who's Who Worldwide, Platinum edition, received numerous awards, authored over 120 articles and papers, and is a regular invited guest speaker at national conferences. He founded Scientific Technologies Corporation in 1988. Mike has thirty-eight years of experience in the management and implementation of information technology solutions to address challenges in public health, environmental health, and planning. He has designed and applied methodologies to develop information technology strategic plans as well as analyze existing information systems. Mike has led and managed efforts in applied public health technology for both domestic and international projects, with the primary objectives to implement solutions to improve public health’s ability to capture and use information for decision making, assessments, and program goals. In addition to immunization and disease surveillance systems, projects include health informatics applications for communicable and chronic disease, environmental health, and women’s and children’s health. He has become recognized as one of the nation’s leading specialists in the design, building, and implementation of public health information systems. Mike received his MS in Systems Engineering and BS in Engineering Mathematics from the University of Arizona.


Todd Watkins – Senior Vice President/Managing Partner

Todd Watkins Todd Watkins is the Senior Vice President and Managing Partner for STC. His extensive experience in systems engineering includes work on needs assessments, quality assurance, monitoring, and system and network design project management. His efforts at STC have included strategic planning and consulting for state and local public sector clients in the areas of vital records, immunization registries, disease surveillance (NEDSS), Vaccines for Children (VFC), prenatal, and 911/computer-aided dispatching. Throughout his career, Todd has been involved in large-scale implementations for significant computer designs and installations. He has performed automation planning and design efforts for the public sector and commercial clients, with a focus on optimizing information technology implementations including network, distributed, and centralized systems. In the private sector, he has concentrated in industries such as health, manufacturing, wholesale distribution and construction. Todd served as a member of the Technical Task Group for Arizona’s Health-e Connection sponsored by then-Governor Janet Napolitano. He is a member of the New Mexico Immunization Coalition and the Public Health Data Standards Consortium. Todd received his BS in Industrial Engineering from New Mexico State University.


Richard A. Camuso - Chief Operating Officer

Dick Camuso Dick Camuso is the Chief Operating Officer for STC. Dick is a seasoned financial executive with over 30 years of experience in technology product and services and customer-oriented companies ranging in size from international Fortune 100 to early-stage development. Dick has led major efforts as a CFO, interim financial executive, and consultant. His responsibilites have included restructuring companies, arranging for financing, and developing strategic business plans. Dick has served as interim CFO at SecureInfo, a $12 million professional services and software company; CFO at Greenwich Technology Partners, a $25 million IT professional services company; CFO and Executive Vice President of Braxtel Communications, a $5 million early stage international services company providing CRM solutions; and Norstan Communications, a $200 million telecommunications company. In each of these positions, Dick was deeply involved in restructuring operations, the strategic realignment of products and services, and raising capital. Dick was CEO and Managing Partner of Computer Science Corporation’s (CSC) $100 million systems integration business unit in Brussels, Belgium, where he repositioned the company’s strategy and implemented an operational plan to return it to sustained profitability. Dick also spent 20 years in the computer industry with IBM and Data General, where he held executive line and staff positions in finance and worldwide customer service operations. Dick received an A.B. Degree in Economics from Georgetown University, and an MBA in Finance from Columbia University.


Xiaohui Zhang – Chief Scientist

Xiaohui Zhang Dr. Xiaohui Zhang is the Chief Scientist for STC, leading the scientific effort in the development of STC’s disease surveillance systems, as well as outbreak early detection and early warning systems. He was one of the original technical leads in developing the first web-based statewide disease surveillance system. He led STC’s innovation effort to develop the first statewide syndromic surveillance system, deployed in New Hampshire since 2002. After the SARS outbreak in 2003, Dr. Zhang initiated STC’s Asian effort to improve global public health capacity. He served as the Chief Technologist on the consulting team for planning the Hong Kong Communicable Disease Information System. Dr. Zhang was Chief Consultant for Shenzhen CDC Regional Public Health IT planning and he led the team assisting Beijing in the design of syndromic/sentinel surveillance in major hospitals. In addition to his knowledge in disease informatics, Dr. Zhang was Chief Scientist in the development of new algorithms for data analysis in network management and he was a senior researcher in high performance simulation for complex systems including the ecosystems and environmental quality. He holds memberships and committee memberships in multiple professional societies and has published 40+ papers. Dr. Zhang is Co-Editor of the book Biosurveillance: Methods and Case Studies (Chapman Hall/CRC, 2010). Dr. Zhang holds a PhD in Resource Management and an MS degree in Systems Engineering, both from the University of Arizona.


Deborah Allwes - Director of Public Health Practice

Deborah Allwes As Director of Public Health Practice for STC, Deborah oversees all of STC’s public health practice collectives, including publications, epidemiological research, study and design, as well as analysis and public health outcome measures. Deborah is an accomplished public health advisor and project manager experienced in managing multiple, complex, and high profile public health projects and programs at the local, state, and national levels. She has expertise in leading and implementing public health and strategic planning, quality improvement initiatives, and providing a vision for the future of public health. Deborah’s background as a Registered Nurse and epidemiologist has given her an intimate knowledge of using public health informatics to build strong public health programs. She is an expert in immunization program building and vaccine-preventable disease prevention. In addition, Deborah has a background in international public health with an intrinsic understanding of developing culturally relevant and sensitive health promotion and disease prevention programs. She serves on the American Immunization Registry Association’s Immunization Information System Assessment committee and has held other state-level executive committee positions. Deborah received her MPH degree from Johns Hopkins University; her BS Nursing degree from Edinboro University of Pennsylvania, and her BS in Biochemistry from Gannon University.
