Michael Popovich – President and Chief Executive Officer
Mike Popovich is the President and Chief Executive Officer for STC. Mike has been listed in Who's Who Worldwide Platinum edition, received numerous awards, authored over 120 articles and papers and is a regular invited guest speaker at national conferences. He founded Scientific Technologies Corporation in 1988.
Mike has thirty-one years of experience in the management and implementation of information technology solutions to solve problems in health, environmental and planning. He has designed and applied methodologies to develop information technology strategic plans as well as analyze existing information systems. Since the early 90's he has become one of the nation’s leading specialists designing, building and implementing public health information systems, most notably, immunization registries and disease surveillance systems. He is an active participant with both the CDC and All Kids Count, providing expertise and guidance for the national immunization registry efforts.
Todd Watkins - Senior Vice President and Chief Administrative Officer
Todd Watkins is the Senior Vice President and Chief Administration Officer for STC. His past efforts at STC include strategic planning and consulting for state and local public sector clients in the areas of Vital Records, Immunization Registries, Disease Surveillance (NEDSS), Vaccines for Children (VFC), Prenatal, and 911/Computer-Aided Dispatching. Throughout his career, Todd has been involved in large-scale implementations for significant computer designs and installations. He has performed automation planning and design efforts for the public sector and commercial clients, with a focus on optimizing information technology implementations including network, distributed, and centralized systems. In the private sector, he has concentrated in industries such as health, manufacturing, wholesale distribution and construction.
In addition, Todd is associated with the following organizations: a member of the Technical Task Group for Arizona’s Health-e Connection which is sponsored by Arizona Governor Janet Napolitano, a member of the New Mexico Immunization Coalition, a member of the Public Health Data Standards Consortium, and a consultant to Idaho’s Governor’s Council of Families and Children.
Mike Garcia – Vice President and Chief Operations Officer
Mike Garcia is the Vice President and Chief Operations Officer for STC. Mike manages STC’s overall operations including software development, project management, business analysis, public health consulting and installation and support for all clients. He has over 21 years managing information system projects to include the past twelve years managing Public Health Information system development and deployments.
During Mike’s twelve years with STC, he has personally managed dozens of public health information technology projects ranging from statewide immunization information system deployments to regional health information organization (RHIO) implementations. Mike received a BA in Mathematics from the University of Colorado.
Patti Cooper – Director Disease Management Services
Patti Cooper has extensive experience in program and project management, operational management, and process improvement. Her skills also include program management, customer account management, business process redesign, Oracle-based system implementation, and requirements assessment and business solution design. Patti has provided project and contract administration management for STC and she currently serves as STC’s Disease Surveillance and Management System (DSMS) Business Unit Lead. In her current role, Patti oversees all DSMS projects, resources, and contracts. She has extensive knowledge of STC’s DSMS products and uses her expertise to work with DSMS clients to address and successfully meet the challenges and needs of the end users.
Patti received both her M.B.A. and her B.S. in Management from the University of New Orleans.
Kierne Moore, MD - Chief Medical Officer
Dr. Moore has over twenty years of medical experience in the areas of community health, epidemiology, emergency medicine and preparedness, and family medicine. He is a leading expert in the area of disease detection and early warning of outbreaks.
As Medical Advisor, Dr. Moore oversees STC’s expanding efforts to increase the use of information technology to support the public health mission, from early warning detection of diseases and emergency preparedness, to communicable and chronic disease management. With his applied clinical practice experience and understanding of empowering patients through information, Dr. Moore is instrumental in furthering STC’s goal to broaden public health technologies to the individual and to the private provider community.
Dr. Moore works as an Associate Professor of Epidemiology and Community Health and in the Department of Family Medicine at Queen’s University in Ontario. He also serves as the Attending Physician in the Department of Emergency Medicine at Kingston General Hospital and Hotel Dieu Hospital in Ontario. Dr. Moore, who is widely published, received his medical degree from the University of Ottawa and holds a Master’s of Medical Science in Disaster Medicine from the University of Brussels.
Kathy Canter – Controller
Kathy Canter is the Controller for STC. Kathy oversees all of STC’s finances. Kathy holds a BA with a major in Accounting and is a Certified Public Accountant (CPA). She has over 12 years of professional experience in the accounting field starting in 1995. She moved from public accounting to industry in 1999 holding positions from Staff Account to Controller. She brings a varied background to STC, having worked in and with a variety of companies in her career from healthcare to software to manufacturing.
Xiaohui Zhang, PhD - Senior Scientist & Director of Asian Operations
Dr. Xiaohui Zhang is the Chief Scientist for STC. Since he joined STC in 2002, he has led the scientific effort in development of STC’s disease surveillance systems, as well as outbreak early detection and early warning systems. He was one of original technical leads in developing first Web-based state-wide disease surveillance system. He led STC’s innovation effort to have developed the first state-wide syndromic surveillance system and deployed it to NH DHHS since 2002. After SARS outbreak in 2003, Dr. Zhang initiated STC’s Asian effort in improving global public health capacity. He served as the Chief Technologist in Consulting Team for planning Hong Kong Communicable Disease Information Systems; he was Chief Consultant for Shenzhen CDC Regional Public Health IT planning; he led the team helping Beijing in design of syndromic / sentinel surveillance in major hospitals.
Dr. Zhang has broad background and experience; in addition to knowledge in disease informatics, he was Chief Scientist in developing the new algorithms for data analysis in network management; he was a senior researcher in high performance simulation for complex systems including the ecosystems and environmental quality. He holds memberships and committee members in multiple professional societies, and published 40+ papers in variety areas. Currently, he is coauthoring a book of “Processes in Biosurveillance”. Dr. Zhang holds a Ph.D. degree in resource management, and MS degree in systems engineering, both from University of Arizona.
Jeff Araimini, DVM - Senior Public Health Director, Canada
Dr. Aramini has experience and expertise in applying epidemiological principles to investigate and mitigate infectious diseases at the local and national levels and in leading and working with stakeholders from multiple jurisdictions and disciplines to address key public and animal health issues. His primary areas of expertise include public health and animal health infectious disease, surveillance, outbreak response, applied research and health informatics; and descriptive and analytical epidemiology.
As Director of Canadian Operations, Dr. Aramini works to expand STC’s business throughout Canada and he is taking the lead in the development and marketing of STC’s 4Sight initiative, a new early warning system product geared towards notifications and alerts specific to disease occurrence.
Dr. Aramini is an Epidemiologist and Biostatistical Consultant for Novometrix Research Inc. in Ontario and also serves as Adjunct Faculty for the University of Guelph. His previous professional experience includes serving as a Senior Epidemiologist for the Public Health Agency of Canada; a Senior Epidemiologist for the Centre for Infectious Disease Prevention and Control, Health Canada; and as a practicing veterinarian in British Columbia and Alberta.
Dr. Aramini received is PhD from the University of Guelph Ontario Veterinary College, his Doctor of Veterinary Medicine and Master of Science from the University of Saskatchewan, and his BS from the University of British Columbia in Animal Science and Agriculture.
Vadim Parfenov – Chief Technical Officer
Vadim Parfenov is the Chief Technical Officer for STC. In this position, Vadim contributes to general business planning regarding technology and systems requirements, in order to maintain company operations and competitiveness. He is responsible for aligning technology vision with business strategy by integrating STC development processes with the appropriate technologies. He is also responsible for all aspects of developing and implementing technology initiatives within the organization.
Vadim’s scope of work includes ensuring that software technologies and architectures for STC’s products are appropriate by identifying, monitoring, and evaluating software to ensure product cost efficiency. Additionally his scope of work includes involvement in project planning and development to deliver cost-effective, integrated and quality software products.
Vadim received his M.S. in Systems Engineering with a focus in Computer Networks and Software design from the University of Arizona. He also has received a M.S. as Computer Engineer from the Moscow Institute of Physical Engineering in Moscow, Russia.
