HIE Products

Enterprise Master Patient Index (EMPI) - A highly scalable enterprise level tool that performs key patient identity management functionality for an HIE implementation. STC's EMPI provides:

• Probablistic deduplication algorithm
• A suite of associated tools to manage manual and automatic merges, unmerges, and notification schemes
• Reporting, auditing, and administration modules
• Flexible protocol adapters for easy integration
• Capability to establish single patient identity

Record Locator Service (RLS) - An integrated module to the EMPI, the RLS provides the mechanism necessary to construct complete patient records based on partial record data maintained in remote systems. The RLS utilizes pointer data collected within each RHIO and messaging to share the pointers between the RHIOs. Combined with the unique identifier created by the EMPI, RLS assists in achieving an integrated enterprise view of all the information. Once the EMPI and RLS are implemented, sharing of individual and aggregate patient data between these operationally diverse systems can occur rapidly and efficiently.

Strategic Planning - STC has completed over 85 strategic plans and assessments in both the public and private health sectors. These plans range from urban and rural community-based HIE plans to statewide healthcare system designs and deployments.

Governance Models and Collaborative Agreements - STC is experienced in the establishment of governance models, MOUs, and supporting contracts to facilitate HIE efforts in both the public and private sectors.

Evaluation and Sustainability Management - Staff is experienced in evaluations and the creation of sustainability management plans tailored to a client's specific HIE effort whether focused on public, private, rural, or urban.
